How to recruit into garrisons in your city/castle?

So I have a city as my fief, and I've read somewhere that you can recruit people into the city garrison and that it sometimes even happens automatically, how do I actually do that?

Or do I just go around villages and taverns hiring people and putting them in the garrison by myself?
