How to permanently ban players on multiplayer server?

A player is causing non stop disruptions whenever I am not present and the chat command mod stopped working so I have no idea how to ban permanently. The admin menu ban is quite useless because they get unbanned on server reset, and bannerlord servers need to be reset quite often so I need a better solution.

I know there's a "ban_list.txt" but it requires a player ID and name but I don't know how to get someone's player ID and the correct syntax as there's no documentation for any of this.

You might be able to get the players ID from your servers console/logs.
