How to make it so I can still garrison/upgrade my lords' fiefs?

I searched and only found one topic about this that was just a history discussion...

How do I change the condition for if the garrison/upgrade option is available to just 'if the village/castle is in my kingdom' instead of 'as long as I don't assign a lord'.

Well, you can upgrade your Lord's Castles through your Civics advisor. As for garrisoning, I do not think you can exchange troops in other's castles in this.
