Hmm... It's probably too big. It should be 300x400. Try resizing and see if it works.

The colours on the map should follow the Map Editor's palette.

I made a relief and used only map editor palette colors and it still wouldn't import...

desaturated, filled all land masses with different shades of gray or black, then used the palette colors to recolor it to WB/MB map colors.
That was the only way I could do it flawlessly.

You're supposed to make two different maps. One is the height map (black and white) and the other one is the colour map (palette colours).

Yeah. The height map looks just like you said it should.... named everything right as well, but it still won't import. I am using vista, so it may be f-ing things up.
