At the start of the 98th regiment of foot Saga and I Believed that it would be not such a big problem for us to hold a EU and NA regiment which has NA and EU trainings, line battles etc. But The problem I have come across upon today was that I myself nor Saga are EU and we cannot find any trust worthy EU players to lead the EU portion of the regiment and the problem is that due to this issue our EU members are leaving.Plus we do have a fine amount of EU members. Are there maybe some NA Or EU leaders that had the same problem who may help us fix it or give us some tips? Please and thank you from the 98th Regiment Of Foot! Another fact is Saga and I are Canadian Or NA We have tried looking for good european leaders but found none

Go to EU events but instead of you leading let your men lead (let them lead like 1 round or so and then switch to another member).
This is various to a normal linebattle and much more fun for your member. Also if you do this you can find potential leaders of your EU portion.

The best thing to do is play in EU events regardless of Ping. I am a North American Player, and for 6 years I have been part of an International Gaming Community called Forgotten Honor. There most times tended to favor the EU, and the servers were mostly all EU, but none the less I played, and I had a great deal of fun, despite the ping. I am still with F|H today in the NR24 line regiment for M&B: Napoleonic.

We are also international with people ranging from North America, to Western and Eastern Europe, and we all play together.

In regards to finding officers. You just need to pick out one or two individuals that have potential, and let them lead some trainings and even some small matches. Set up training matches with other regiments to give them experience. Soon you will learn if they are up to the task or not.

Hope that this helps you in some way.

Have both NA and EU officers that can reliably make it to EU and NA trainings and events.

Oftentimes during my colonelcy of the 24th/41st we had a very mixed variety of players, ranging from GMT -8 to GMT +10. It was often a sort of issue, making sure everyone could attend something at the same time, blardy blar blar blahhh. The secret is to not only play events, but just hang out together a lot. Just because you aren't in an event does NOT mean you cannot try to lead an organized group, if even in a loose formation, on a public server. I used to do it all the time on 84e siege, since respawning is more fun than perma-death.

In short:

Just play the game together, and then try to attend events that cater to both times. Weekend events usually fit the bill quite nicely.
