How to form an alliance?

I started as a king and want to form an alliance with another kingdom. If I send a messenger the only answer is "I'm busy and I don't talk about this stuff with a mere messenger". If I want to send an emmisary I can only declare war, put myself in vassalage under him or express my goodwill from one ruler to another. I did the last and he said "Yeah, we got the same enemy and I recognize your rule". Since then this option has disappeared.

The ruler of their kingdom likes me and the kingdom relation is also somewhat positive (it has to be or else I can't even send the messenger to ask).

Do I just need even better relations or am I missing something?

I'm not sure what is required to have them accept but I would suggest raising relations with both the head of the faction and relations with the faction itself. Help them in battles, rescue their lords, etc.

I searched "alliance" and found a developer hint to "ask your minister." I've never bothered with an alliance with the AI because, I assume if you can get one:
a) it will cost  a fortune.
b) bring very little benefit
c) probably "rigged" to **** you over.

a) no
b) wrong
c) also wrong

alliances are a good way to fight in a war. Just ask your enemies when you are being attacked by 5 kingdoms at the same time

I am finally a king and, indeed, the minister does have an option to send a message, On that menu there is a diplomatic option to "suggest an alliance." Have not been allowed to send the message until my relation with kingdom I want to ally with is above 30. Now that i finally crawled there I get to send a message at a cost of 4,000+ penningas each. WOOT! WOOT!
The reply from the king to my message was [paraphrase: I'm busy and won't discuss this with lowly messenger.] When I go talk to him there's no dialogue option for an alliance. My minister (wife) has no dialogue option. There's no emissary option. my vassals have no option. My marshall has no option. soooo, just who HAS the option??

Relation with other king 91
Rel with other kingdom 35
my RTR 96
Renown 1500+
Lvl 29
Cha 16
persuasion 8
I have 7 vassals
I'm  Christian He's Christian
rel with Christians is 96

faction relation > 30
relation with king > 5
the other king must recognize you first as a king
the other king must not want to attack you
the other king must not be under attack (combat)

then you get this nice message
I have returned with the answer to your message. {s9} accepts your alliance proposal. From now on, {s2} is your ally.

Hi guys, I am new to this forum, i registered cause i have an issue ingame and i hope someone can help me.
I Was waiting the right moment to send a messenger to West Seaxe to try an alliance but since some months of game time passed i noticed that the option to send a message via minister or host in taverns does not appears anymore. I can only send messages from the fort reaver in the towns i control, but the option to send messages like a told, totally disappeared. Any idea what is going on? If is just a game function or if is a bug? And if is a bug, any way to solve it with some scripting or trough the cheats? I dont want lose my saved game, so i will continue my game anyway without try alliances, but if is possible to restore this function is better cause i never tryied this experience ingame yet. Thank you for your help and if this is not the correct section move my question or link me to where post this question in the right section please.

host in taverns

target npc (king) needs to be at a certain distance and available to receive it, it is not a very reliable system (as messenger can be killed in the road). So if the npc is on a campaign and traveling far from you (like the other side of the sea) you won't be able to send a message at this time. I don't recall the distance, but it is not very far (so you can't send a message from Scotland to Wessex, etc).

you can always use cheats to see all npcs in the map and check if things are working as intended, as if not, report it on the support subforum (remember to include your savegame, rgl_log.txt, etc)

Thank you for the fast answer. The problem is not that i dont find the target. The problem is that at the host or the minister the option to send messages is totally disappeared. I can only send messages from the fort reaver But is not the same function as the host or the minister. Wondering if is a big or if there is a cheat to check and debug the messenger. Thank you for the help.

Well. Here is, where VC would need some diplomacy scripts addition, or as diplomacy mod (i know, that VC devs won't add any features anymore, just do bugfixing).

Say, for example:

The player is vassal or mercenary of a faction, has some good relations to a certain king and faction (along above point conditions), can propose alliance (or even to initiate a truce if war is the stance).
Just such kind of scripts are in usage with "May i suggest a course of action" already, and i guess its script-mechanics could be used for such factional diplomacy scripts.

Here, persuasion, renown and reputation player ability and of course faction to faction relations and whatsoever fitting, would be the decisive factors to success or no.
Reward for success could be more renown, reputation and exp points plus improved relations with rulers and factions. Risk could be, if tried with more or less hostile rulers and factions, that the player gets arrested while one has still the option to fight a way out of the settlement, or, if halfway good renown and reputation available, gets at least a sharp refusal and looses some renown and reputation. For the case of arrest, and the relation with the liege king is very well, the king would try to get the player free.

Just saying.
