How To Disable The List of recruitment Available In Recruit Window

Hi I am still struggling to find where to disable this Recruit Box just like where your relationship with the owner notable is less than 10 the other last 2 recruitment blocks is disabled.

I want to disable the recruitment of ai when doesn't meet the condition i will made.
For Example Disable the Ai recruitment of Ai when Ai Party is not part of Settlement Kingdom or Culture.

I am planning to disable the available troops when haven't met the condition.
