How to change what soldiers are recruitable?

Hey guys, I made the female troops mod currently available, but I'm trying to figure out how to modify what soldiers are available at towns and villages. Any file that has something to do with this would help. Say, I would want to only be able to recruit elite troops in towns or so. This is to try to balance how many soldiers are male and how many female.
