My bad, I thought you were quoting the modding tool post. But I honestly think they could provide beta testing through other mediums that is not Steam either, there are GoG and other platform players that want to play the beta too. Steam provides that service but I'm sure there are many ways to let that happen

There are other ways to give modding tools to players and in fact companies before handed them with the copy of the game, I understand the lack of betas but modding tools they could provide
