How raise his own town

Hi,
I have my own town but ...
1 - How raise the FREE SLOT number ?
2 - How unlock the good resource (example : i have can do jewel but i canot build silver mine ....)
3 - I see the city have his own money ... how fill it and what is the purpose ?

Well you would probably have figure it out by now but I will answer it anyways.
In order to open new slots for resource and production buildings you must raise your rank as a merchant.
Just as you can command better ships as you gain ranks as a captain, you can operate more businesses when you gain ranks as a merchant.
