How on Earth am I supposed to finish XXX needs help with Mountain Bandits quest?

I took the quest at Rhotae and the first 4 bandit parties were constantly all around the city. The 5th party is nowhere to be found. I have visual range of 16 and I have been EVERYWHERE within 1 days march of the city and there is NO OTHER MOUNTAIN BANDIT PARTY which means I can't finish it in the 8 days I have left (I've spent the last 6 looking for the final party.)

I am 99% sure that quest is either bugged or the parties get wiped out by AI lords. I had the exact same issue and I've literally been everywhere to find them.

I had to revert to a previous save. Fortunately, there was a mountain bandit hideout nearby and I waited long enough and another party showed up and as soon as they got within a day's ride of the city the ! icon appeared on them.
