how i can reruit the faction elite troops

You can buy nobles from any factions that you are not at war with. (But you have to be a vassal or rule on your own name). To buy elites you have to own a city there you can build a special structure of your faction. Golden Hall for the might nords. Ivory "something" for vaegirs and Cathedral for Swadians (not sure about the last one) No idea wath Khergit and Rhodok version is called.

As kosmik says, be patient and when you've conquered a city, you'll have the option to recruit these guys. If you're lord of your own kingdom, what troops you can recruit depends on the city you conquer - Ivory Archers and Guards if you take over a Vaegir city, for example (though you have to build the building first).
If you're a vassal, you can only build the building that gives you troops of that faction, and if you renounce your oath, it'll be closed. However you'll be able to build the other buildings then.
