How does one change textures?

I'm exploring the Modding business by trying to make a rubber band weapon (for simplicity's sake). I've already written the stats with the unofficial editor, and now I need to accually make it look like a rubber band. How does one go about doing that?

Adobe Photoshop is a good tool for doing stuff.
You can get a plugin to open / save files as dds too.
