How do villages troops upgrade?

Is this based on prosperity of the village or castle it's linked to? Is it based on not hiring troops and they passively upgrade? Sometimes I go to a place and it's all tier 1 recruits, but the town next over has all tier 2+ with some tier 3/4 units just needing a little bit of relation to get access to.
 
I would like to know the answer to this as well. I would also like to know why all Vlandian towns have nothing but tier 1 troops.

I find Highborn Youths in Battania and I found special troops in Sturgia before, but only once. I cannot find special troops elsewhere.
 
Afaik the longer the village goes without being ransacked, the more likely it is to offer high quality troops.
Generally the villages near the centre of the faction and dont get attacked much will be the ones which offer these.
This doesnt seem to be the case for towns' troops though.
Also it seems that the higher level (not sure if personal or clan level) you are the more likely it is for higher quality troops to be on offer.
 
From what I've seen:
The general quality/tier of the unit raises over time as they're not hired.
The type of unit (if you getting the special variant like Imperial Viglas Recruit into the Heavy Cav line or basic Imperial Recruit and lines) seems determined either by prosperity, or the characters Power, I've only seen a viglas recruit-line on one particular NPC in the game, but he stocks them fairly regularly.
