How do the Mainmap paint layers work

The main map of the game uses mainmap textures for it layers that, when used in custom scenes, appear to be plain white. My question is how do the mainmap textures know what color to show?

Main_map uses a different blending system to normal mission scenes. Terrain textures can't easily depict the rate of change in biomes on a world map with a limited number of paint layers. Accordingly, over 95% of the worldmap's colour is provided by a Vista Texture tileset called Worldmap. For a new map this needs to be disabled and replaced by a 16K Vista Texture with a plain white albedo.
