How can I make peace?

Hello.

So, in my game I betrayed Swadia. Bastards.

Anyway, I've taken over half their kingdom. I'm tired, however, of running back and forth to defend my estates... I'd like to rest some and build up some vassals. However, Harlaus will NOT accept peace at any point ever.

Is there a way I can mod the game or otherwise force Harlaus to accept peace?

if youre a rebel i dont think you can end the civil war. but if youre player faction, you should be able to send a companion as an emissary to negotiate peace (not sure if this is a permanent position).

i looked through the cheats and there doesnt seem to be a force peace/war, not even in the faction orders cheat.

to be at peace with another faction that is not the one you're rebelling against, just let them conquer back their original towns/castles. but to be at peace with the one youre rebelling against makes no sense at all haha just defeat them already

well supposedly if they are involved in a 2 front war and getting their buts handed to them on both sides they will offer you a truce. lol but from my experience they offer the truce to the other guy and keep coming for me. suppose I can't complain if they wanna get all their troops killed

Not true.  The Swadians declared war on me.  I then proceeded to smash 5 of their armies.  Then the Nords declared war on Swadia.  They sieged Suno and took it.  The Nords then proceeded to Siege Uxkhal.  The Swadians showed up to break the siege.  I showed up to kick 'em where the sun don't shine.  Between the Nords and I, we destroyed every army the Swadians had, including their marshal and Harlaus.  Needless to say the Nords then took Uxkhal.  Since the Swadians had no armies left, I offered peace to Harlaus.  He refused for honors sake.  The Swadians then tried to siege Uxkhal because the Nords only had 57 defenders in it.  They've tried 3 times, but between me protecting my lands and the Nords forces, there hasn't been a Swadian army over 70 yet, and 50% of the ones I see are recruits.  I offered peace again to Harlaus since they have no standing armies, the Nords have 4 lords prisoner, and little to no fiefs.  He refused again on honor grounds.  The only thing his honor is going to get him is ground to dust.  Now, soon, not only will some one have to deal with the Nords power, but the Sarranids have taken all but one castle and one town of the Khergits.  Just how stupid is the AI?

always save - always load before events - they are random anyway.

The AI would offer truce only when they fight on 3 fronts.

I take over all of the cities and castles of the Swadian lord with my 8 of companion (i made them my vassals) except one. And king Haulus still don't see it is his interest to made peace. He and his lords stay in the only swadian castle and occasionally show up with a miserable army of recruit to be crushed. I wonder if the AI is programed to analyze the situation they are in or not in order to made good decision.

I have found out this isn't true either.  About a week and a half, game time, the Rhodocks declared war on Swadia.  I sent Ymira, persuasion 6, to offer Harlaus the Moron, peace.  Lo and behold, he wants to continue the war for honor's sake.  This and I have seen messages where 3 more Swadian lords are hostages of the Nords.  If Harlaus is so bent on destroying himself for honor I could just invite him over and supply him a sword to fall on so his people don't have to killed for his complete ineptitude and stupidity.

Edit Note:  Well, it took him of month of getting his face repeatedly ground in the dirt, but he finally offered peace.  I am getting the impression that they have to ask for it and you can't.  As a side note, I now upped Ymira's persuasion to 7 to see it affects any thing.

That's one point that I'm a bit fuzzy on.  In my first game playing 1.113 (and experimenting with being a King), I made my wife the minister and sent my highest Persuasion companion out to get recognition from the other Kings (had above 50 RtR) and kept getting shot down time after time.

This current game, I made my highest Persuasion companion my minister and got a "Hey there Mr. King" response the very first time.  So I'm curious if it's the Persuasion skills of your Minister rather than the envoy that helps in deciding those responses (or even if it doesn't make a darn bit of difference).

True, but also not true. They are pseudo random in that they're based on a seeded value + an algorithm. They're not random in the sense that this seeded value is dependent on time. Save and try again, but if you go into cheat mode, you'll see that they roll the same result for you each time, unless some other significant event happened between the tries that you're making.
