How can i create a kingdom?

I have started a Sandbox campaign for the first time (1.7.0). I own a castle and and a city (clan lvl 6) but i can't create a kingdom is this a bug or am i missing something?

Before you create your Kingdom, make sure you read some of the post describing what happens when you do.
