Horseback Crossbow

It sees that crossbows can not be reloaded on horseback. Can someone else confirm please?

that is correct, there is a perk in riding, below 100 or so I believe, that allows reloading crossbows while mounted

I used that perk and it still didn't work though, but then again most of them don't. That was back in 1.0.3 maybe its fixed now?

Putting prisoners in dungeons also changes it. I am referring to regular troops not he just the generals.
