I've been tinkering with horse archers lately trying to get them to be more effective, but there seems to be something fundamentally flawed in their coding... like they only aim for the head or perhaps don't take into account their higher position while mounted. I wanted to see if anyone else observed the same thing, and if anyone would consider running an experiment to see if stationary mounted archers missed more than stationary ground-based archers (with the same proficiencies/ skills).
If you're interested in keeping your horse archers skirmishers instead of using their melee weapons, however, I've found that you can force the A.I. to skirmish directly for an entire match by simply removing all melee weapons from their inventory. Still, even with 10 horse archery, 5 power draw, 190 proficiency, their accuracy against a single target seems to be something between 5-10%.
On a final note, if someone would help me out and do some kind of reproducible accuracy test, I would do a write up on the bug tracker to try to get the A.I.'s use of horse archery improved.
