Hero garrison tweak won't work...

I tried this tweak: http://forums.taleworlds.com/index.php/topic,46290.msg1217052.html#msg1217052, but it doesn't work. I've rechecked it and tried it several times but I still can't garrison any of my heroes, the "Give" button for them on the garrison screen of my castle is still grayed out, nothing changed. Does this tweak still work on recent versions? (I have Steam 1.010)

You need to start a new game  for it to take effect
