I Dled it, put it in modules, then tryed to fire it up and it said it didn't find custom settlements... i don't know where to put the add on so... help please?

Did you get the OSP Add-on by AvaRice as well? It's required.
Also, sometimes when you unzip it it will put it into its own folder, so you have a situation like "//Custom Settlements 0.67//Custom Settlements 0.67//", in this case you need to cut the deeper folder and paste it into the modules folder.

Oh ok thanks dude. Btw the game is awesome.. but i have a question about it, Umm how do i get more people to join my faction?

The main ways of gaining population for your settlement are:
-find wandering peasant parties and talk to them, you can ask them to head to your settlement
-gain relation with a large settlement like Custow that has a peasant elder, for every 2 relation you have and 200 gold, you can get the peasant elder to send a small group of peasants from that settlement to your settlement
-hang around inside your settlement scene, occasionally peasants will visit your settlement, they will walk up to the gates (basically around your settlement structures), stop, and then you can ask them to stay, and if your prosperity is good enough they join your settlement
If you mean get troops, the main ways are:
-train some of your peasants into recruits, via the options "Organize Population" and then "Train recruits"
-if you have over 50 corruption in your settlement you can hire bandits by talking to the bandits inscene, theyll cost 50 gold each and youll hafta hire them as a group
-if you have over twice a heroes level in relation with them you can get them and their party members to join you for free
-you can hire mercenary groups to join you on the main map, they cost 125 per troop, tho this price goes down if you raise your relation with them or your persuasion skill
-you can get adventurer groups to join you on the main map, they are free but you must have over 50 relation with the adventurer faction
