Help with the Culture of troops??

Okay so i conquered my own castle started my own kingdom and etc etc.... I can't change the culture of the troops...my troops don't have right weapons some of them don't have clothing and its frustrating the only thing i can do is send recruiters...but i wanna be able to recruiting from my Fort/Town....Please help if you know any idea how to change the culture of the troops i train...before you could have and now you can't and it makes me really mad and sad.....

You need to have a town. Hire a chancellor and ask him to change your kingdom's culture.
