I don't think there are any countries in the world that would let you take the test online, unless of course the computers are inside the Drivers' Center. I think you were just referred to the practice tests people use to get acquainted with what would be asked on the written test.

If it works similar to the system we have in Florida if you pay online you can take the drug and alcohol part of the test which is probably what you are referring to.

Varies by state and even local government. I knew several people who took the practical test in a different town to avoid the parallel parking test. Either way, best thing to do visit your state's DMV website. Most of your information should be available there.

In BC there is a free practice test on ICBC's website (Insurance Corporation of British Columbia, they have a control/influence/information over a lot of driving stuff), that you can do. It's similar to the real test and is actually pretty good. Plus common sense helps too, and reading the book once or twice helps as well. It's sad when people actually fail it, at least more than once...

Yes. The Learner's License, which is what you're referring to, is easy. I didn't even read the whole book, and I passed with 89% on my first try.

FYI, ICBC is a government corporation, AFAIK.

For learning to get your permit you can do the written part of the learning online and like 6-10 hours of behind the wheel instruction with an instructor but for the written test for the permit you have to take it at the DMV. To my knowledge you don't have to do a driving test until your getting your license.
