help rigge tools

am making a monster as a mount but don,t know i program that can make rigging. is there any one who knows where and how to get and use a program to make riggins. I'm using open brf and wing 3d

You can rig in Blender or any other software that allows you to rig and export rigged meshes in the SMD (Half Life 2) format.

I wonder why they chose HL2's skeletal mesh format for Warband.... Odd

They didn't; it's what OpenBRF can import and convert to BRF.
