Do you have to be in a regiment to play?

To play? of course not, to attend most linebattles yes, but there are public linebattles which you can attend without a regiment.

There is a European Monday public linebattle hosted by Rudovich,and a North American public linebattle hosted by Military Gamers.

But no, you can join any public server and play all you want.
