Harlaus won't start a war

So, a lot has happened on my save. The Swadians had their bottoms handed to them and they are currently stuck at 1 castle (Tevarin). I wanted to try and save the situation, so I joined the Swadians, but it's been 150+ days and no one has declared on Swadia, and Harlaus clearly likes it that way. What to do?

You can try to raid enemy villages and raiding caravans to provoke a war. Or you can talk to your ally lords and suggesting a course of action to raid a village or a siege of a castle if you don't want to do that yourself.
