Frodo saw the same thing today.
oddly enough it was also Khergits with steppe bandit captives.
it drove Frodo's game nuts when Frodo approached them.

I have not actually managed to attack these kind patrols, but several mods have this. In Native Expansion I've seen ones with only 8+ prisoners (not with 1).
