Guide Master trading mission with a "At War" faction

Oh yes, just recently the guild master offered me to give 11 wine to the Vikings...

A faction that my fellow Khergit's have been at war with since day 1.

I know random is random but should the mission work like that?

Not a bug. It shouldn't be, anyway. Just sneak into town or decline it.

The Lords choose to have war, not the merchants, they just grab at whatever opportunities of riches that awaits them. And Being the same named NPC's helps too.
