Native Duels Tournaments which go on several weeks are bad imo, no offense Gibby. A lot of drops out which kill the tournament, ppl are lazy to contact the player that they have to face. And plus this kind of tournament doesnt have real hype.
However NW Duels Tournaments go on one night with 2 servers ppl don't have to wait 2 hours to play. And by doing it in one night, there is a real hype. I remember NW Duel tournaments with like 80 players on the servers watching the semi Finales and the Finale. And fighting when a lot of people are watching each of your moves are not the same when you fighting your opponent on Ludus who nobody cares.

Tournaments are usually first to seven format over several weeks with deadlines set which dictate the date by which people must duel. If you go to the 'Completed Tournaments' section of the forum via the Multiplayer Tournaments sub-forum and scroll to the bottom you will find a number of duel tournaments where you can see the kind of rules Native tournaments have. Of course you can bend them as you like but I don't see many people signing up for a tournament where their duel skill can be completely nullified by the fact they have to do an RNG joust later on.

In this case disallowing shields would make sense; I don't know how many NW players you have that are interested but there are very few duellists left in Native. Most have either stopped playing or aren't interested in competing again until Bannerlord. You will probably only get 50 - 100 players signing up from here.
