Its not a total conversion but it does quite a bit more than let you hire new units, check the readme thread. You said you wanted a mod that adds quests... this one adds like 17 of them though they arent very complicated. It also adds items but there are no new textures until hugemod comes out again. As far as it not working, you need to have the latest version, v.31.

it doesnt add any new towns, ive got the latest version and there are no new towns,lol, al lit does is add extra stuff to existing towns to make it alot cooler lookin, its one of my favorite mods...
