Giving a village to Lord after initial request

I have a village in my kingdom that does not belong to anyone.  If I visit one of the Lords or my minister, it indicates it has still not been allocated to anyone.  When I was initially asked, I decided to leave it and choose later.  Now I would like to allocate it to a Count that recently joined my faction.  I have been to the village and spoken to different people, but just can't seem to figure out how I can allocate it.

If you go to one of guys.. idk who, but in your main castle where you keep your advisors etc, one of them will let you choose who you want to give the province too.

I have a town and three villages.  My vassals control everything else except the one village.  In my one and only town, I have a minister... he basically tells me I have a village in my kingdom that isn't collecting taxes as it is not owned by anyone, and only gives me the option to change the Minister (him) and change the Marshal (me currently).

Did you appoint a "prominent citizen" (or something like that) as your minister? That doesn't work. You'll need either a companion or your wife in that role.

Thanks, that was the problem   Fixed... the only problem now is I can never get back the companion I placed as my minister.  If the companion is added back to my party, the only option is to use another companion and not another citizen.  That I find rather dissapointing.  Though I guess when I get married, I can put my wife there as you mentioned   Hopefully.
