Getting those regional elites

So has anyone been able to get a steady supply of the regional elites (hand of pope, queens guard, etc) besides freeing prisoners?  How did you do it?

I decided to help out the Vaegir Claimant so that I could reward myself with Ivangorod and recruit some of those russian ninjas, hopefully it works out.

You'll never get a steady supply of them (at least not in this version), even if you own the city. 1 to 4 of them spawn every 2 months (I can't remember the exact amount of time, but you'll have to wait months, that's for sure).

did you change your mind after experiencing the same horrors i faced last version? i sieged ulm last, and they had hundreds of gunners of ulm, like 300 or 400 of them alone, and then the regular garrison and all the people waiting in the city. it took 10 days of attacks.

Yeah, in chapter one the regionals were usually more numerous than the regular soldiers
