Get going perk not working

Was there any change in the logic of marriage? Get going perk always made you succeed before. Now it failed at last step and the NPC does not have the conversation option anymore if I load previous saves.

The having going perk was bugged in the past and gave something like 100% more success rate then what was intended, now it's fixed to barely do anything like most perks. If you load a save from before beginning the dialogue you should still be able to do it over nad over that way. If not IT'S EA HONK HONK
