General Diplomacy?

Hey I just put those banner pieces together and made my own empire.

However, i cant seem to do any diplomacy?
"Declare war" is greyed out and theres nothing along the lines of make an alliance..?




furthermore I went and tracked down the head of another empire to see if he wanted to ally,
i have no such dialogue options




assuming this is something i should be able to do?

Does not matter.Sooner or later you will be at war with evveryone.For some reason they seem to start wars like maddmans ,these factions.The second one,yours included,gets a bit stronger all other factions go to war with it.Its the "balancing" mechanism.Its weird and anoing.
