Is there anyway to recruit these units. Love the uniforms and the units themselves are pretty awesome but they only way I can get them is if they are with the starting army. Cant seam to find the upgrade path( if there is one) with the french units and I havent seen them in Taverns. Am I missing something?

hi! yes you  can,
when you go to the village to recruit conscripts, there are two options
for recruits(i noticed it after some hours too), the second one is for gendarmes.

Recruit mounted patrols, then upgrade the standard Gendarmes.

Beware they are very expensive ... But they do look cool, however they are not a field unit, supposedly they were charged with police duties and guarding important section of the camp, such as the emperor's tent and other VIP.

It was a bit stupid of me to make them so easy to get, but the french troop tree was already pretty big and difficult to understand without a proper guide or player experience ...
