Garrisons won’t increase

hoping someone can answer a question. So I’m trying to conquer the map by myself and now I have 9 settlements. But some of them the garrison is just stuck at zero and wont increase.

Settlements with loyalty below 25 will not spam new recruits, hence garrisons can’t recruit new soldiers. That’s probably why. You’ll have to increase the loyalty if so.

Ya that’s not it. I got the loyalty and security around 40

Just figured it out. Apparently you have to put at least 1 soldier in the garrison before it starts to auto recruit
