It would not be bad if the castle / city commander could be ordered to keep a previously specified amount of soldiers with him as a garrison. So you would gradually have a certain army as reinsurance. Also castles and cities would not be so vulnerable if you can't reach them.
Especially because a small number of T3-T4 soldiers make up a siege for victory or defeat.
E.g. if I tell my commander to have 50 archers and 25 infantry and 10 cavalryman. Together with the militia, that would be a strength of around 200-300 men.
In my experience, an enemy attacking this castle would have to line up with at least 450-600 T2 + soldiers to secure a victory.
