Need More Info Garlic's gang war quest bugged

Bug Description: The quest given by Garlic in Charas about fighting against another gang is bugged. Once i tell him i'm ready to fight, i spawned outside of the city with a small group of troops but the city is closed and the troops start -walking- to the gates. At the end they just stay there looking at the gate and do nothing.
Quest Name: Rival gang moving in at Charas
NPC Name: Snake-eyes Garlic
Save Playtime: Autumn 6, 1084

I got the exact same issue with quest "Rival gang moving in at Charas" from quest npc "Boss Athafled" in Charas.

I tried multiple ways of starting the fight and finaly worked when I started the fight during noon time.

This was the 2nd time I got a "Rival gang" quest in the town of Charas. (in case that has anything to do with it.)
First one was for Snake-eyes and worked properly.

My guess is that doing this during the nighttime bugs the quest.
