Need More Info Game won't start

Summary:
Everytime i try to start the game (using steam launcher or any other .exe), it start syncronizing the cloud but immediatly stops as i never started it.
I even don't find any processes in task manager about it.
Changed version of the game trying to play older versions, but it didn't worked.
I already verified a lot of times the integrity, uninstalled and installed, even moved to another ssd but nothing.
I tried some solutions already posted (deleting folders ecc..) but nothing.
How to Reproduce:

OS: win 10
GPU: rtx 2070 super
GPU Driver Version:512.15
CPU: AMD Ryzen 5 3600X 6-Core Processor 3.79 GHz
RAM: 16 gb
Motherboard: B450 aorus pro
Storage Device (HDD/SSD): ssd

I had to disable the cloud to get two of my games to start.
