Game "Skipping"

Im not sure if this particular problem has been addressed but lately ive had a problem with my game "skipping". Basically what it does is sometimes the audio will start "skipping" (by which I mean it sounds similar to what happens when a CD starts skipping). Sometimes the visuals will skip as well. Most of the time its only a brief annoyance solved by simply exiting and reentering the game but other times ive had a problem where the audio seems to switch to midi quality or something like that. Im not to sure how to describe it and it may be a completely different problem. When that happens I find that it doesnt fix itself until I actually restart my computer. The big annoyance is that these problems seem to occur randomly regardless of the number of enemies on screen or the graphics settings. Ive even had them start while I was on the world map at times. Ive been running it at a decent graphics setting for a while now without any problems. The problems I mentioned do not happen every time I play but they do happen frequently enough to cause an annoyance.

Has anyone else had this problem or can anyone propose a possible solution to it? Is it a problem on my end or just some glitch with the game itself?
 
I have a similar problem in which the sound will skip and the frame rate plummet. Switching to DX7 rendering appears to have solved it, but not to my satisfaction since my computer can handle DX9 with no problem usually.
 
Turn off sound variation in the options if it's on, and you might want to try disabling hardware acceleration on the soundcard. Or updating the audio driver.
 
I tried all of those to no avail. Sound variation on/off did nothing (what is it supposed to do anyway?), hardware off just made the sounds muffled and laggy and I'm already using the most recent drivers. I'm going to try another soundcard I think.
