There is no date fixed where the game will be finished at all. There are monthly or even weekly updates that bring us next to the finished version.
Pay pal is a system where you can buy products throuh the internet, you will need a credit card!
You may be able to use paypal without a credit card (depends on where you're from, I suppose). When you're logged in, in the add funds section, there'll be instructions on how to add funds from a bank account (for me, the options are 'Transfer Funds From a Bank Account in the United States' and 'Transfer Funds From a Bank Account in Norway', so not sure about other countries).

I don't think that it is going to appear in stores. Well, at least I wouldn't prefer that if I were the developer as long as enough number of people buy the game.

Unless your parents are gamers, it would be wise for you to make decision on the gaming issues.
