Just started having this weird issue over the past few days when id move my mouse on the map or when anything that's not a battle it would go down to about 8 - 9 fps but if i stop moving it goes back to 100+ like normal. Any help appreciated.

If you have an Nvidia graphics card and you updated your graphics driver to some version that came out after December 2020, you are going to need to roll back your driver to something older.
Here is a little steam community discussion about this problem. You can use RavK's involved solution, or my simpler/lazier solution at the end.

I'm still using that same driver that Windows Updates downloads and installs for you automatically when you delete all of your current driver software for your display adapter. I haven't had any issues with warband or any other games for the ~9 days that I've been using it.
