And it cannot be stopped either by the steam client or task manager.

Could you try deleting the Bannerlord folder located on the Documents folder and try again?

Having this same issue. When I try to delete the Bannnerlord Folder in Documents it wont even let me delete them because the game still says "running" in steam. Task manager wont turn it off or restarting my PC. This bug has been happening to me each time I have uninstalled and redownloaded bannerlord 6 times
