There was no uniform armour in the Roman army or militia as far as we know. So we don't really know what kind of armour was worn in what amount by vigiles or milites. But the famous muscle cuirass often depicted as leather armour was most certainly made of metal. We don't really know what Roman leather armour looked like (Please don't start with the modern abomination called "leather segmentata"  :meh:).

I've never seen depictions of leather muscle cuirass before. I have seen illustrations of late centurions/commaders with a ton of leather nonsense attached to theirs (shoulders, waist, sometimes even the front), but those are historical.
