I also tried to set the settings with the utility from Nvidia (NVIDIA GeForce Experience), it did not help), I get terrible friezes and low fps (150 \ 200fps => 5-1fps) in sieges and in any battles where there are more than 20 units ? and how to fix it?
The drivers are updated to the latest versions, during the game nothing but Steam and the game itself is not running.

what graphics card is showing in your options/graphics screen? In your options/performance screen, how many MB of video memory are listed at the top?

The i5-9600kf doesn't have an igpu so it's impossible that he has anything there but his 2070.
On the matter at hand however, op. With that pc you can easily run max settings, keep the texture budget at maximum. Use rivatuner and check your cpu, gpu and ram usage. notice anything strange there?

After updating e1.0.9 I got a new result and it cannot but rejoice, I did not check it in the saved game, only in test fights.

I received stable 60 (why 60? if there is no limit of 60) except for small micro-friezes, until the cavalry met with the infantry and the first deaths began.
rivatuner was never used, since I am not at all familiar with this program and I don’t know what exactly needs to be shown from it.

Clearly there is a bug here, maybe with the game, maybe the graphics drivers, it shouldn't be stuttering like that. It would help to know which setting is causing it.

I’ll try, but with the release of the e1.1.0 branch, during my test runs there were even stranger things, settings, leaving the ones set by NVIDIA GeForce Eksperienza. Without recording, I didn’t get a single drawdown below 70ty (as before on "very low "), and with the record, from two attempts, I caught 2 FPS drawdowns I have not tested it in the "company" mode but now I can finally get to it
