Forcing Units to Carry a Shield: Is it Possible?

Basically, just what the title queries: is it possible to force troops to carry a shield? A variable someplace? A reliable method?

Right now I just put lots of shields in the unit's armament, and that seems to work okay. But is there a better way?

I spent a while looking for it a few months ago. Finally I asked Armagan and he said that there isnt a shield bit in this version. As was said, its in the next version.
