Follow the spy, captured both, can't complete

Having gotten tired of refusing this stupid quest and taking the rep hit I just decided to accept it and cheat to finish it.  Enabled cheats, CTRL T to see all units on the map, waited for the guy to meet the group, teleported to the group and captured both guys (losing several men in the process and they used their fists instead of their weapons [stupid as hell]), went back to the quest giver and only have the option "I am still working on it." or "I am afraid I won't be able to complete this quest.".  What am I missing?

Just to make it clear,you captured two guys,one is "Ordinary Townsman" and the other "Unremarkable Townsman" ? If that's it then it's probably some kind of bug,try to reload one of the previous saves and repeat the quest.(And try to post questions like this in The Warlord's Den - Single Player you'll get more help,this is Tech Support)!

Yes I have both.  If it's probably some kind of bug then shouldn't I be posting it here?    One more strike for the "realistic" save option.
