[Floris] Can't get more then 3 in horse archery with 12 agility. (solved)

Hi,
I'm playing the Floris Module.

I have a problem, I have 12 agility but the game won't let me put a 4th point in horse archery, I don't know why.
If someone has an idea why I'd welcome the help.

EDIT: I put a 13th point in agility, still not possible to get to 4 Horse Archery

OK, I have the solution. Floris gives a debuff when you have too heavy equipment, I already have 4, but with a debuff.
