As the person who designed the concept for the Reveal Assassination Plot quest, I am sad that so many people (2 threads on the front page as of this post) are having trouble completing it. Having gathered data from the many threads complaining about missing contacts causing the quest to be impossible, I am pretty sure the bug people are encountering relates to the random target village where the 'contact' is set to appear. If that village is abnormal(i.e. looted, infested by bandits, etc.) it breaks the quest.
Simple solution: change the spawn location for the contact to a city(could spawn in the tavern or on the street). Cities are never inaccessible, so the condition that is breaking the quest wont occur. Alternatively the contact could be placed on the world map like the agents from the native 'follow the spy' mission.
I am just the idea guy, Cruger did the implementation for the quest. Since I don't have any expertise in that area, I have no idea how to fix it, but I assume someone here does...
