Got the same issue since the latest patch and it still persists after the hotfix. Generally much lower FPS than in 1.7.1. with occasional drops on top of that. It's worst on the new Skirmish Maps, Battle Maps and on Siege and TDM, but not good on Duel and the old Skirmish maps either. The results are constant stutters, rubberbanding, delay, interrupted animations so that every block and every timing-based strike for me is a pure gamble, as I basically have to guess where my opponent actually is and what they do rather than trust the animation on the screen.
One year ago around May or June I think (right before the introduction of cosmetics) for me personally MP was in a flawless state if we are speaking just about the technical side of things. Everything worked well and smoothly. This hasn't been the case again ever since, which honestly puzzles me.
